The Tochigi Industrial Creation Plaza acts as a base where Tochigi's businesses can nurture and cultivate innovation, exchange, and research & development.
Operated with the concepts of exchange, cooperation and availability, the Tochigi Industrial Creation Plaza consists of two facilities. First is the Tochigi Prefecture Industrial Technology Center, established to provide support for corporations in their development of new technology & products and encourage their technological advancement. Working side by side with the Technology Center is the Tochigi Industrial Exchange Center, offering support to businesses as they tackle new enterprises in new fields of industry.

The objective here is improving the quality of life for Tochigi's citizens via the creation of new technologies & products and developing current technologies. Research focuses on the needs of Tochigi's local business, and is conducted with the collaboration of other enterprises, universities and organizations.

They provide a one-stop service in administration reform for small & medium corporations, offering comprehensive support in areas like business operations, technology, research & development, cost management, information exchange, labor training and more. |

| The Exchange Center has 18 rooms available to new businesses and local enterprises to use as an initial base of operations while they are getting started. |

| Universities and other similar institutions have already set up satellite offices within the facility to quickly and efficiently send research data and consult with their peers on technical matters, etc. |

| Both the Exchange Center and Promotion Center offer numerous training seminars on technology and business administration; these facilities are also available to lease.

| Exchange Salon |
| Technology is not the only area where development is encouraged. The center also recognizes the importance of the human connection and developing personal relationships. The salon is a communal area, set up for its tenants and guests to perhaps take some time out of their day to enjoy a cup of coffee. |
